The US briefly considered using beluga whales, along with almost 2 dozen other species including sea otters. But determined that sea otters and belugas weren’t ideal for this kind of work. It doesn't surprise me. Sea otters are highly destructive and more likely to break test equipment than retrieve it. And beluga whales are extremely slow moving and very skittish, making them less than ideal for this kind of work.
