A turtle’s shell is BONE covered by scutes (pronounced “scoots”) that are made of keratin. Aquatic turtles shed the outer layers of their keratin scutes as they grow. Underneath that keratin is the unique shell which is comprised of the ribs and spine. A turtle (and tortoise) shell is not an exoskeleton as it is a modified ribcage that is part of the vertebral column which cannot be removed.
