Can fish drown? In principle, yes. But only some of them.
Most fish in the ocean stay afloat thanks to a swim bladder filled with gases.
At depth, underwater, the gas pressure in their bladder may not compensate for the external water pressure, causing the bladder to deflate. The fish will start to sink. If it doesn’t manage to rise, to surface using its muscles and physical strength, it will die.
This also applies to fish without a swim bladder, like sharks. A shark's body is heavier than water. If it stops moving quickly, it will sink to the bottom. In this case, the shark also suffocates because it lacks muscles on its gills, and water flow through its gills is maintained by its body movements.
However, such cases have not yet been observed.
